Full Description

Our client in the South West of England is looking to appoint a Procurement Specialist for 2 days a week (15 hours). You will be responsible for the provision of corporate guidance for the procurement functions across the Council and ensure legal compliance within all high level purchasing activity.

You will report into the Corporate Manager for Financial Services and be working closely with the Procurement & Contracts Officer, Corporate Managers and members of staff together with existing and potential external suppliers.

Key responsibilities:

1.Provide strategic and practical advice on all procurement issues to all staff and members of Council.

2.To oversee the lettings of major contracts to ensure corporate procurement standards are met.

3.Quality Control for contract and tender documents to ensure that they meet the requirement of legislation and financial regulations.

4.Required to have a working knowledge of the following:
EU Procurement Directives
UK Public Contract Regulations

5.Negotiate with suppliers to obtain prices, delivery, specifications and contract duration for lower value contracts.

6.Helping the Corporate Manager for Financial Services ensure that all aspects of Procurement and buying comply with the Financial Regulations.

7.Ensure that the Council's purchasing activities comply with EU procurement legislation and other appropriate legislation

For this assignment it is essential that you are MCIPS qualified and that you have Local Government procurement experienceas well as experience of managing a tender process and/ or contract negotiation.

As mentioned previously, this is an interim role and the contract will be 3 - 6 months for just 2 days a week (15 hours). The pay rate for this assignment is £300/day.
