A council in Surrey is looking for an experienced Housing Standards Manager to lead a small but high-performing team delivering housing enforcement, empty homes and home energy efficiency services across the borough. This is a key leadership role responsible for ensuring the council meets its statutory housing duties across all tenures, while driving service improvements and adapting to legislative changes including the Renters Rights Act 2025. The successful candidate will oversee complex enforcement activity, HMO licensing, financial assistance schemes, caravan site licensing and empty homes strategy, while working closely with internal departments, landlords, residents and external partners.
They are seeking a qualified Environmental Health professional with significant local authority experience and strong technical knowledge of housing legislation, HHSRS and housing enforcement. You will have a proven background managing staff, handling complex casework and embedding policies and procedures within a regulatory environment. Experience overseeing HMO licensing schemes, conducting property inspections and managing housing-related ICT systems is essential. Strong communication, organisational and stakeholder management skills are key, alongside the ability to lead, motivate and develop a team. Applicants must hold a recognised Environmental Health qualification, CIEH registration (or equivalent), a full UK driving licence and access to a vehicle.
The role offers a hybrid working arrangement with 2 days remote working and a minimum of 3 days per week office-based.
