Our client is a Local Authority in Essex and they are seeking an experienced Pre-Construction Housing Delivery Team Manager to join them for a contract role which will initially be offered for 12 months, but has potential to be extended for an additional 12 months. They are offering a rate of £600/day Umbrella.
Our client has a Housing capital programme for investment work to occupied homes is in the region of £150m over the next 2 years. The successful candidate will join their Pre-Construction team to manage the pre-construction phase of its capital works programme. The programme will deliver major refurbishment and component replacement projects at speed and scale to occupied council homes, including low- and high-rise blocks within the context of The Construction (Design and Management) Regulations 2015 and Building Safety Act 2022. Partnering with internal and external stakeholders, the Pre-Construction team will develop and prepare the programmes of work for the next few years and ensure that projects are scoped, costed and compliant.
You will also work closely with the following colleagues;
• Consultation and engagement teams to ensure Section 20 Leasehold consultation, Tenants communication and RLO function are fully and timely informs of programme matters and ensuring appropriate consultation is supported throughout programme development.
• Procurement colleagues to support the tendering and evaluation of consultancy services and planned works.
• Delivery teams to ensure smooth transition from pre-construction into execution via timely contract execution, handover, mobilisation and supplier P2P set-up.
Applicants for this post should be degree educated in either Surveying or Construction, though this is not essential. You must have experience of working for a Local Authority in a similar role and have proven experience in pre-construction and of having managed a team of Project Managers.
CV’s must demonstrable experience in the planning, development and delivery of capital projects and programmes in occupied residential buildings, including developing and evaluating tenders for consultancy services and planned works. Strong knowledge of The Construction (Design and Management) Regulations 2015, Building Safety Act 2022 and RIBA Plan of Work 2020 is also a requirement in order to be considered for this role.
This role is inside IR35 and our client is offering £600/day Umbrella.
Our client is offering a Hybrid working arrangement, you’ll be working from the borough 2-4 days a week.
