Full Description

Our client based in South East England is looking to appoint a Lead Commissioner for Cost of Care. The government requires local authorities to start building strong foundations and prepare markets for the wider charging reform and thereby increase market sustainability, and is supporting LAs to do this through the ‘Market Sustainability and Fair Cost of Care Fund’

As part of this assignment you will be expected to produce a cost of care report explaining:
– how the cost of care exercises were carried out;
– how providers were engaged;
– the lower quartile, median and upper quartile for costs collected;
– how the resulting cost of care for the local area has been determined, including the approach taken for return on capital and return on operations.

Separate reports must be produced for 65 care homes and 18 domiciliary care due to their very different cost bases.
You must also produce a fully completed cost of care data table including a breakdown of the median operating cost for providers in the local area (from those who participated in the survey) for each of the cost lines, plus lines for return on operations and return on capital.

There will also be a need, to actively engage with commissioning leads in local neighbouring authorities. As whilst authorities will undertake and submit independent reports, it is critical that this work is aligned regionally to share key data and intelligence and to agree who will lead relationships with certain providers, where a number of authorities commission services.

This assignment is set for an initial period of 4 months and the pay rate is £450-£550/day umbrella.
