Full Description

Our client based in the East of London is looking to appoint a Head of Portfolio Management Office (PMO) to support the effective delivery of change across the Council. You will be making sure that the Strategic Change portfolio is working within an effective change framework to enable the Management Board and key stakeholders to make decisions in an agile and timely fashion.

In this role you will be expected to plan and ensure service delivery within a diverse environment and control activities within the service area and ensure professional standards are delivered. Some key responsibilities will be as follows:

1. Be responsible for the monitoring and administering of the Council’s overarching portfolio of change

2. Lead the identification, forecasting, procurement, development, deployment and reassignment of resources throughout the portfolio lifecycle

3. Lead a team to follow the project and programme processes and standards to actively manage risks and issues and provide assurance.

4. Lead creation, analysis and assurance of portfolio reports. Oversee tolerances, escalation triggers and investment gateways with programme and project teams.

5. Understand the different project and programme dependencies and effectively manage these relationships

6. Understand and communicate council’s governance pathways, supporting the appropriate use of boards to ensure these are timely and effective.

7. Develop and implement a measurement framework to monitor continuous improvement.

This role requires someone that has experience of setting up and managing successful Portfolio Management Offices (PMOs) at a strategic level. The assignment is for an initial period of 3 months with a likely extension thereafter and the pay rate is £600-£630/day umbrella.
