Full Description

Osborne Richardson have a fantastic opportunity for an experienced Interim Head of Planning to join a busy and dynamic Local Authority in the North West England.

Our client is looking for strong leaders, who can think creatively, are not afraid of change and who can inspire those around them. You will have proven experience of managing complex budgets and programmes and of working directly with residents, councillors and developers. Experience is also necessary of strategic planning at a senior level including planning legislation and policies.

You will be required to support the following areas:
o The Policy team are taking forward both the GMSF but also a Local Plan independently and will need support with building an effective business plan for that.
o The Development Management Teams require support in maintaining the service, updating policies and procedures and ensuring an efficient as possible service with current remote working.
o You will also be required to manage the delivery of a replacement database and document management system and promote remote & mobile working.

Applicants for this post must be qualified Town Planners with recent experience of working in a similar role within a local authority Town Planning Department. Your strong technical knowledge of UK planning legislation will need to be complimented with good management skills and the confidence and ability to direct a team. Critical to this role will be the ability to communicate effectively and to engage in negotiations that can often be sensitive and complex so you will need to be able to engage productively with third parties to develop good relationships that ensure successful development.

You must be able to work under pressure and to manage organisational change in response to service needs. Ability to work remotely in the current Covid-19 situation as agreed with some office based meetings on an infrequent basis.

The post will initially be offered for 3 months but is expected to last for up to 6 months and the rate offered will depend on your experience. This role is inside IR35. Please get in touch for further details.
