Osborne Richardson have a fantastic opportunity for an experienced Interim Housing and Planning to join a busy and dynamic Local Authority in South West England.

Our client is looking for strong leaders, who can think creatively, are not afraid of change and who can inspire those around them. You will have proven experience of managing complex budgets and programmes and of working directly with residents, councillors and developers. Experience is also necessary of strategic planning at a senior level including planning legislation and policies.

Reporting to the Director of Infrastructure, this role will be responsible for the delivery of our clients ambitious housing plans, taking a lead on the successful implementation of the region’s Joint Spatial Plan (JSP). Leading a team of housing and planning professionals, the role will be key in designing, establishing, and leading the strategic Planning and Housing functions of the Combined Authority.

A proven senior leader, you will have a strong housing and planning background, with a track record of successfully leading and delivering large-scale housing and planning programmes. You will also be adept at working with partners from a variety of public and private sector organisations, you will be recognised for your ability to work in a collaborative way, but also to show leadership in decision-making.

Applicants for this post must be qualified to degree standard or equivalent in relevant subject, and with a relevant professional qualification. You must have a demonstrable strategic understanding of planning regulations, national policies and professional best practice. Knowledge of local authority planning and housing issues, national policies and professional best practice and significant knowledge of Public Sector funding sources, and budget management.

Critical to this role will be the ability to communicate effectively and to engage in negotiations that can often be sensitive and complex so you will need to be able to engage productively with third parties to develop good relationships that ensure successful development.

The post will initially be offered for 3 months but could potentially be extended beyond this. The rate offered is between £550-£600/day depending on your experience and this role is inside IR35.
