The main functions of your role will be: 1. To be responsible for and to lead the Licensing Function. 2 To provide a high quality customer focused licensing and enforcement service to local businesses, the public and other stakeholders. 3. To develop and implement licensing policies and procedures sin order to fulfil statutory responsibilities for Licensing.
As a Senior Licensing Officer you will lead and direct the licensing and enforcement team to offer an efficient and effective service to a wide range of local business customers. Through your delegated powers you will determine/grant licensing applications in accordance with legislation, policy and procedure. YOu will have responsiblity to ensure that the conduct of investigations and enforcement cases are handled in such a way that they are capable of standing up to legal challenge, this will require you to obtain and compile evidence, including formal investigative interviews in accordance with the P.A.C.E. Act.
Other aspects of your role will include monitoring income and expenditure associated with the Licensing Function and keeping the Chief Finance Officer informed of current and projected income levels and ensuring accurate records for licensing activities are maintained including the preparation of appropriate returns and statistics.
Person spec:
The successful candidate for this role will show a thorough knowledge of all licensing legislation applicable, with in depth knowledge of the Licensing Act 2003, the Gambling Act 2005 and that relating to Private Hire Vehicles. You will have proven experience of managing regulatory enforcement and knowledge of best practice and (ideally) experience of the FLARE Environmental Health System. You will need to have good management skills with experience Performance Management.
