Officials in town planning jobs have turned down an application to create flats in Wokingham.
The plans were rejected by Wokingham Borough Council because of question marks over how the new homes would affect wildlife such as rare birds living in the Thames Basin Heaths Special Protection Area.
Other reasons for turning down the proposal for the three two-bedroom and four one-bedroom flats, included the scale of the proposed staircases and additional windows, reports the Wokingham Times.
However, the officials in town planning jobs said they agreed in principle with a housing development above the shops in Peach Street, space that is currently offices.
They said creating new properties in the area would fall in line with the council's aim of redeveloping Wokingham town centre.
This comes shortly after officials in town planning jobs with Swindon Council met with developers regarding a £100 million proposed project in the town.
Ashfield Land wants to build a supermarket, a cinema and shops on the old Swindon College site.
