People with jobs in regeneration in Swansea have been reassured that the boulevard project will be a success.
The plans to redevelop the area between the Tawe bridges to the Civic Centre into a boulevard are aimed to ease congestion in the Welsh city.
However, they came under attack when the South Wales Evening Post reported that Conservative group leader Rene Kinzett questioned whether it will "solve Swansea's regeneration problems".
In response, Gareth Sullivan, cabinet member for regeneration and planning at Swansea Council, stated: "It can't make it any worse than it is already."
Work to alter traffic light sequencing, improve pedestrian access, create cycle lanes and allow easier access between the waterfront and city centre shops is likely to be finished by 2011.
Earlier this month, Knowsley Council confirmed that a £25 million redevelopment project of an estate in Stockbridge Village will go ahead to include a supermarket, sports hall and 20-metre swimming pool.
